Specialized Programs
Special programs, funded by HUD, are those that have specific criteria for implementation, subject to a grant agreement executed by HUD and the Executive Director of the local Public Housing Agency.
Youthbuild
A comprehensive youth and community development program that addresses several core issues facing low-income communities: education, housing, jobs and leadership development. VIHA was successful in applying for a grant under the 2001 Notice Of Fund Availability (NOFA).
Funding in the amount of $246,268.00 was awarded to implement a Youthbuild program in the Virgin Islands, a first for the Caribbean. The program will provide a minimum of twenty (20) unemployed dropout enrollees, ten per District, with education, leadership development, classroom and on-site construction training, and support services leading to permanent employment.
Public Housing Drug Elimination Program (PHDEP)
Funding under this program is designed to address drug-related, violent and criminal activity in and around public housing. The Virgin Islands Housing Authority utilizes funds under this program to maintain a thirty-six man Police Department. VIHA was successful in securing funds under this source to establish the Virgin Islands Housing Authority Police (VIHAP) in 1994. Funding under this program was originally competitive in nature, (1994-1999) and after 1999, the grant became an entitlement. Funding has been discontinued under this source effective October 1, 2002.
