Resident Organizations

The V.I. Housing Authority (VIHA) encourages its residents to participate in programs and initiatives offered by VIHA that will ultimately lead to economic self-sufficiency.

Resident Councils - An organization consisting of persons residing in a particular public housing development; with written procedures such as by-laws; and a democratically elected governing board of directors.

Cooperative Agreement – Resident organizations enter into a financial agreement with the Virgin Islands Housing Authority (VIHA) for seed money to enhance the level of training and services available to its residents. Funding in the amount of $3.00 for every dwelling unit in the development is provided to the organization. A memorandum of agreement must be prepared by the resident organization and approved by VIHA prior to funds becoming available. The agreement describes how the funds will be spent, and what services will be provided.
